Who is Global Resources Corporation?

"A US-based environmental protection organisation has expressed concerns about the bona fide status of the company, Global Resources Corporation, which has expressed interest in establishing a $2 billion oil refinery here (in Dominica).

The Natural Resources Defence Council (NRDC) Director, Jacob Sher said his firm investigated and found the Global Resources Corporation has no financial track record and only has a payment activity credit of US$500."

Global Resources Corporation is reportedly a $4 billion company with 146 employees."

This sounds very odd. Is somebody running a bobol (scam) on a poor, unsuspecting Caribbean country?
