DR: Aren't there unemployed Puerto Ricans?

How come this?

Puerto Rican representative Ramon Ruiz Nieves told reporters that he favors the use of Dominican farm laborers to harvest coffee crops in Puerto Rico. The Democratic Popular Party legislator, representing the mountainous area of Lares, Adjuntas, Jayuya, and Utuado, said that farmers from the areas around Lares, Maricao and Las Marias have demonstrated the need to obtain Dominican farm laborers to bring in their coffee harvest. Last year's crop was less than normal due to a scarcity of agricultural workers needed to hand pick the ripe beans. Ruiz Nieves said he felt that the advent of Dominican coffee laborers would solve the problems that face his constituents.
So what are unemployed laborers doing in Puerto Rico?
