St. Kts: How to lose elections

For the first time in the history of voting, West Basseterre seems set to abandon Labour and try their luck with the PAM candidate Dr. Charles Warner.  They claim that they used to understand why nothing was being done for them when their present candidate Sam Condor was in Opposition. But when the Labour Government took over, they thought their time had come.  Unfortunately they have seen no change. “It is not enough,” one lady said, “to have a candidate that just waves at you as he passes.”
