T&T: The heart of the matter with Caricom
Returning from Jamaica last night Prime Minister Patrick Manning said Caricom was not going to send a force into Haiti at this point in time.So, if the U.S. hadn't gone in, who would have stabilized Haiti to permit Caricom to have boots on the ground?

Manning gave three reasons for this decision.
He said, firstly, the forces that are currently in Haiti are voluntary and they are sufficient to the task at hand.
Manning said the second reason was that several Caricom countries felt that the cost of sending troops to Haiti was exorbitant. He also added that there was still lawlessness in Haiti and that Caricom was calling on the disbanding of rebel forces before it goes in there.
However Manning stressed that Caricom would be part of an interim stabilising force after the current forces have left Haiti.
