T&T: Rahael blames Lochan's parents

Health Minister John Rahael yesterday placed the blame for Noel Lochan’s pathetic condition squarely on the shoulders of the teenager’s parents.

Rahael said while he understood and sympathised with the Lochans’ impoverished situation, “it is unacceptable to have a child in that condition and not take him to the hospital.”

“I really hold the parents responsible for having him there for so long,” Rahael said.

Lochan has been stricken with a disease that has left egg-sized, inflamed boils all over his body.

He was first afflicted by the mystery disease two years ago.
