USVI: Got milk?

St. Thomas Dairies is struggling and the V.I. government is scrambling to establish grading procedures for milk produced here after cruise lines stopped purchasing milk from the territory because the product is not certified Grade A.

"We've lost all our cruise ship milk business. That was a major factor for us. It allowed us to pay overhead, to pay our employees," said Fred Hintz, president of Trans-Caribbean Dairy Corp. The corporation is a partnership between St. Thomas Dairies and St. Croix Dairy Products Inc., which produces Island Dairies Milk.

The cruise lines stopped buying the milk in December, Hintz said.
Why isn't the USVI gov't moving swiftly to establish a grading system? Swift to tax business, but slow to help them?
