Bush vows $100 million to help rebuild Haiti

WASHINGTON -- The Bush administration plans to spend $100 million this year to help rebuild Haiti's political and physical infrastructure, members of Congress were told Wednesday.

But lawmakers, who attended a closed-door briefing, expressed concern about where the money was coming from and whether the United States should leave more troops in Haiti to assist the United Nations forces that began taking over control of the country Tuesday.

The briefing, organized by Rep. Mark Foley, R-West Palm Beach, came from Roger Noriega, assistant secretary of state for Western Hemisphere affairs, and Adolfo Franco, assistant administrator for Latin America and the Caribbean in the Agency for International Development.

Afterward, Noriega refused to comment, but Franco said the $100 million was coming from a "scrubbing" of State Department accounts to recover money that had been allocated but not used in projects elsewhere in the world.
