U.S. - Key West - I Can't Believe This Isn't Breaking the Law!!!

It seems that the lastest fad among kids in the Florida Keys is to hang from meat hooks…embedded in their shoulders! The Coast Guard has videotape evidence of this bizarre behavior, yet could take no action because "…they weren't really breaking any laws."

Get real. There must be a violation of some law on the books.
