U.S.: Aristide's game?

Is it my imagination or is Aristide attempting to use the refugee situation as a means of influencing the U.S. and the Dominican Republic to serve his ends?

If he is, President Bush has signalled that he will not play ball, and the Dominican Republic is rounding up Haitians at gunpoint for return home.
